Past the second season, Arthur pretty much takes the backseat when it comes to character development. The focus becomes less and less on him as time goes on.

In some instances, he's become more or less a foil who exists solely to make other characters look good. Look at "Arthur: It's Only Rock and Roll", the titular character is kind of a buttmonkey in the entire thing and forgotten about. He even gets looked over when U-Stink breaks up at the end and Francine ponders finding new members. "There's always George and Buster" she says.

Damn, talk about backhanding by omission. It says a lot when what's probably the single best episode/special in an entire 20+ season show's run has virtually nothing whatsoever to do with its titular character.

It is pretty intriguing, I must admit. At least the special did integrate Arthur where necessary instead of ignoring his existence altogether (despite the remainder of the Lakewood gang appearing) as with most of season 21. Did Bud Compson take off that nefarious hat of his again and suck Arthur inside through some (maybe) accidental means?

Considering that we have seen reptilian and avian characters (in addition to the artiste l'poisson in "Muffy Goes Metropolitan") on the show before, it's certainly a possibility (although I somehow doubt that an earthworm could be easily worked into a relatable/appealing design in light of their distinctly 'alien' (non-mammalian, which is pretty much the standard for the show) appearance/proportions.

I say it's a smashing idea.  It could help teach the valuable lesson of reciprocity.  Not having arms, he'd need some kind soul like Buster to carry his books to class.  In return, he could burrow into his garden and cultivate the soil for better crop yields.
