Could be some kind of weird and crazy censorship, perhaps... I forget which countries, but apparently, "Ladonna Compson: Party Animal," is banned in some countries because apparently the act of ruining an apple pie as Bud did is considered and offensive act.

EDIT:
Just found the channel and the difference in quality is HUGE! I downloaded one of the videos (S01E01) and it looks like they're based on the UK DVD sets (I really want to get them, but trying to get something from the UK shipped to Chile is kinda hard (or maybe close to impossible).

Now, about the censorship, it was probably because they showed a catholic/christian wedding. Turkey is a muslim country and it would be a little tone deaf to show that episode there.

I remembered the Venus de Milo is also in "Poor Muffy" so I checked that one and it's removed as well. There was also a statue in Muffy's pool-sized bathtub, so that 5-second scene with Catherine was removed.

Found another one in the Turkish dubs. In "Buster Baxter, Cat Saver", when the villain in Buster's imagination does a role call for her 3 henchmen, the video skips the 2 after Strong Guy. I can understand why they wouldn't want a character that is a ham with legs, but what about the ghost deer? Also, a few seconds later all 3 henchmen are seen anyway.

What is broadcast commercialism like in Turkey compared to the U.S.? Maybe it's something similar to time constraints? A lot of international broadcasting doesn't necessarily follow half-hour or hour-long formats like the U.S., a number of countries overseas have like 15 minute formats, and maybe 11-12 minute episodes of ARTHUR need to be trimmed to allot for their commercials?

I recall a note that said "D.W. Goes To Washington" doesn't air on TVOntario. Although TVO didn't pick up every Arthur episode, it was suggested that this one in particular was skipped over due to the 'Murrican theme. Not exactly censorship but still worth mentioning.

"Arthur Goes to Camp" has an interesting cut where we go straight from Arthur saying "The scariest thing of all is," to, "The girls." Admittedly, the match cut is decent, but it seems odd seeing Arthur splashed seemingly at random like that.

In some countries, Australia at least, "The Frensky Family Fiasco", which is normally banned because it's paired with a Lance Armstrong episode, is now paired with "Is That Kosher?". Strangely, some US listings list this pair of episodes as "S15 E7" and claim that they aired in April 2012, though I doubt this.

I kind of wish PBS would do this and make "The Frensky Family Fiasco / Operation: D.W.!", the other episode banned from being paired with a Lance Armstrong episode.
